According to the Environmental Protection Agency (EPA), toilets qualify for WaterSense if they flush a volume of 1.28 gallons or less (1.6gpf full and 1.1gpf partial flush for Dual Flush toilets). The toilets must also meet the requirement of being capable of flushing 350 grams of solid waste.
