Hi Sue, it looks like some of the municipalities have changed their sites. Here's what I've found:
• Flagstaff has cancelled their toilet rebate program as of January 1, 2009.
• I've emailed the Scottsdale municipality (Eugene Water & Electric Board) and I'm waiting to hear back from them.
• Information for Sierra Vista rebates can be found here.
I'll have this page updated asap.

Does Tucson AZ or Pima county offer rebates

I did some research and it looks like Tucson does offer a rebate:
